They don't want ethanman62187 showing up to lecture them on turning said route into an Interstate highway with an 85-mph speed limit and authorizing people to drive faster than the posted speed limit.

Wealth isn't as common in Kentucky and thus no highway numbered 28.

It was planned for a freeway between congressional districts KY-02 and IN-08 but got named for William H Natcher instead

The eleven miles from KY-451 to Buckhorn city limits used to be a two-lane freeway with full access control.  However, the RIROs at the KY-1110 junction and at the Buckhorn Lake access road were less than ideal and, when the ACLU filed suit claiming that the lack of full interchange access to Gays Creeks constituted a violation of the LGBT community's civil rights, it was decided that downgrading the highway to a surface road was preferable to converting the RIROs into full interchanges.
