Bob texted me that new APL's are going up along Interstate 95 northbound. He added that it looks like an Exit 5C tab is being added, and that they are changing the control cities.

Yes, I-295 north is Exit 5C.  It's posted that way on I-95 south.

Every so often, I see a driver go past the 295 split, and then dash across 295 to get to 141 north.  Hopefully no one will be that confused here on out.

I'd bet DelDOT cringed when they realized they couldn't get a control city for 141 on this sign here.

It's nice to see that they didn't continue posting text with the 3/4 sizing error that the rest of the interchange got treated with during the DE 141 widening project a few years back, though.

I also note exit 5C being listed after exit 5B on the exit tab, despite splitting off a bit before 5B does.

A lot of decisions had to be made for this sign.  You're correct on the 5B-C exit tab, although 5C-B would've looked awkward on a Northbound sign.

The fact they're keeping NJ - NY on this sign was no doubt another decision. When they recently widened I-95 South thru the 295 interchange, one thought was DelDOT wanted to prioritize the true I-95 routing, not the normally shorter and faster NJ Turnpike routing.  Instead, they basically kept the control (non)cities as is.

On top of that, it's debatable that the sign should have kept NJ - NY, since remaining on 95 leads motorists to both NJ and New York State via other routes as well. DelDOT could've also simply went with "New York City" to more properly denote the common long-distance routing for the city here.

I'm good with what they did here - just pointing out that most likely these topics were also ones discussed internally at DelDOT before making their decisions.

The wheels of government seem to be turning slowly towards some potential interesting projects in the Churchman's Crossing area, DelDOT and Wilmapco look to be in the early stages of setting up a Transportation Improvement District (an area in which new developments are charged a fee to go towards transportation funding) with the intention of raising shy of $180M for local projects. Most notably, these projects include the Churchman's Road / SR 58 extension to Kirkwood Highway / SR 2 by way of Delaware Park Blvd, as well as some kind of direction connection between southbound SR 1/7 and northbound I-95.

Full document is here, March 19th presentation. They have 2045 pegged as the "horizon year" for the TID, so I'm not sure what that means for the time scale on dirt moving for these projects. The SR 58 extension would be immensely helpful for the area now, so hopefully it doesn't take a full 20 years for this to come to fruition.

Why is only half the highway grade separated?
Every day is a winding road, you just got to get used to it.

Because of insufficient room to maintain 4 lanes of traffic while building 4 lanes of bridges at the same time.

They still need to build the northbound bridge, which apparently should be complete by the end of the year.
