I don't normally follow this thread so apologies if it's been discussed and my search terms weren't good enough to find that previous discussion.

I am just back from an overnight drive home that included northbound I-95 in Virginia shortly after midnight this morning.  North of Fredericksburg, there were two construction zones showing delays on GPS.  The first was a 15-20 minute delay that was easily bypassed on US 1 around Stafford.  The second near Woodbridge was showing only a few minutes of delay so we stayed on I-95 for that but were unfortunate that all lanes were shut down for about 20 minutes before we arrived and resulted in almost a 30-minute delay (that would also have been easily bypassed on US 1). 

My question is whether the HOV lanes there, which appeared to be unused in either direction at the time, could have been opened up toll-free (or even tolled, I guess) to bypass the construction zones.  Seeing them right there and empty seemed like a total waste of people's time and put a whole lot more traffic through active work zones than necessary.  I assume their next scheduled usage would have been northbound anyway, so why would they remain closed?

They're normally open southbound until 1:00 AM, then they close for 90 minutes to reverse the direction. I don't know what the work zone involved, so I don't know whether it was something where they would have considered it significant enough to make an exception to the normal schedule.

I think the last time I went anywhere to the south on I-95 was the final weekend of May/first Sunday of June in 2025 for a trip to Charlottesville. I just don't go in that direction very often anymore.

The major project at Woodbridge is to widen the SB bridge at SR 906 just south of VA 123.  If they shut down the NB lanes then it was likely they shut down all lanes including HOT lanes in both directions.

As to the question regarding using HOT lanes when the main lanes are closed, they have definitely been open to all traffic when mainline 95 in the same direction is shut down for many hours.

I am not specifically recalling them ever switching the HOT lanes direction to allow some traffic to get by. Given that it takes 90 minutes to switch the traffic flow, it would have to be a pretty big event where they know the mainline will be down for many hours before considering it.

Upon browsing the data, I noticed that the VA 90004 designation for the Dulles Access Road technically no longer exists - it was changed from a primary route to an "Other" route, which is what all of the 9xxxx routes except for 90003 (Colonial Pkwy) and 90005 (GW Pkwy) maintained by the federal government are listed as. I'm not sure if this means that 90003 and 90005 might be going away as well at some point, but for now both of them are still listed as primary routes.

The Dulles Access Road is "owned" and maintained by Metropolitan Washington Airports Authority (MWAA).  I suspect that the VA-90004 numbering of the Dulles Access Road was originally due to the fact that the adjacent Dulles Toll Road was operated by the State of Virginia (sometimes administrated by VDOT, sometimes internally to the VTR itself) and there are joint facilities (primarily the connectors between the Dulles Toll Road and the Dulles Access Road) that were maintained via funding from the Dulles Toll Road.  After MWAA took over operation of the Dulles Toll Road in 2006 to secure funding for the Washington Metro Silver Line extension, the financial differences between a State-operated toll road and an MWAA-owned airport access road disappeared.

At some point in time, nobody needs accounting codes (in this case, VA-90004) for line items that whereby money doesn't move anymore.

To clarify how MWAA "owns" the Dulles Access Road, the entire corridor is the property of U.S. Department of Transportation which was originally leased in its entirety to MWAA.  At various points in time, those agreements have been changed to allow the construction and maintenance of the Dulles Toll alongside and the Silver Line on the inside.  Back when I was involved, the entire corridor was considered to be under the "ownership" of MWAA to facilitate the umbrella insurance requirements related to the construction of the Silver Line.  Can't help but think that there are a myriad of changes since the completion of each segment of the Silver Line, but perhaps not.

I filtered the Arcgis to show just the "other" routes.  There are 31 entries for traffic data, of which 26 are ramps involving the 90xxx routes.  The other 5 are:

Dulles Toll Rd EB
Dulles Toll Rd WB
3 segments of the road (90025) through National Airport between the exits off GW Pkwy

Oops. Did you take a picture?

Seven Corners has plagued VDOT for a while, there was briefly a VA 613 shield there last year before it got fixed.
