Interstate 94 through northeastern Illinois generally travels from north to south with the exception of the 2.14 mile long overlap with I-80 on the Kingery Expressway. Running 51.68 miles overall, I-94 enters the state with I-41 at Wadsworth and departs it at Lansing.

Through Lake County, Interstate 94 follows the Tri-State Tollway from I-41 just south of Wisconsin to Old Mill Creek, Gurnee, Waukegan and Lake Forest among other municipalities. Entering Cook County at Deerfield, I-94 shifts east onto the tolled Edens Spur while the Tri-State Tollway continues south to Glenview as Interstate 294. The Edens Spur connects with U.S. 41 and the Edens Expressway on the east side of Northbrook.

Resuming a southward course along the Edens Expressway, I-94 heads to Northfield, Wilmette, Morton Grove and Skokie. The expressway enters the city of Chicago south from Lincolnwood at the South Edgebrook neighborhood.

A heavily traveled commuter route, the Edens Expressway converges with I-90 (Kennedy Expressway) at Jefferson Park in north Chicago. I-90/94 overlap for 15.32 miles south, leading southeast from Irving Park to the Avondale, Logan Square and Wicker Park neighborhoods. Curving southward from Goose Island, the Kennedy Expressway separates West Town and the Chicago Loop (Downtown). The Kennedy Expressway concludes opposite the Dan Ryan Expressway at the Jane Byrne (Circle) Interchange with Interstate 290 (Eisenhower Expressway).

Continuing south along the Dan Ryan Expressway, I-90/94 run between University Village - Columbus Circle and the South Loop to Interstate 55 (Stevenson Expressway) by Chinatown. The Dan Ryan shifts east to Near Southside and expands with a dual roadway configuration through Fuller Park. I-90/94 part ways at Hamilton Park, with I-90 turning southeast along the Chicago Skyway from South Side to East Side Chicago. I-94 remains on the Dan Ryan Expressway south to Interstate 57 at the Rosebud neighborhood.

Following the Bishop Ford Freeway, Interstate 94 turns east from I-57 to Chicago State University and the Cottage Grove Heights neighborhood and then south to Lake Calumet. Leaving Chicago, I-94 advances between Dolton and Calumet City to South Holland and the exchange with I-80/294 and the south end of the Tri-State Tollway. I-94 combines with I-80 east along the Kingery Expressway and the Frank Borman Expressway into Hammond, Indiana.
