Virginia Route 150 is Chippenham Parkway, a beltway encircling Richmond north from I-95/SR 895 (Pocahontas Parkway) to Parham Road at River Road in Henrico County. The bulk of the 14.17 mile long route is a limited access freeway.

$3.75 million in construction completing the interchange joining Chippenham Parkway with U.S. 360 (Hull Street Road) ran from August 1985 to Spring 1987.1

Work on the Parham-Chippenham Connector, a $63.1 million, 5.2 mile long project extending SR 150 north across the James River to Parham Road in Henrico County, got underway in April 1987. Costing $9.9 million, the first phase of road work built 1.7 miles of roadway from Huguenot Road (SR 147) and the James River in South Richmond. The second phase was the bridge spanning the James. The third phase was the link between Huguenot Road and the interchange with Forest Hill Avenue, scheduled for completion in April 1990. The ramps joining Chippenham Parkway with SR 147 opened to traffic in February 1989. Funded by the extension of tolls along the Richmond-Petersburg Turnpike, overall work was anticipated for completion by June 1, 1990.2,3

The Parham-Chippenham Connector opened six months ahead of schedule following a ribbon cutting ceremony on December 6, 1989. Held at the south end of the James River bridge, the ceremony also dedicated the span to State Senator Edward E. Willey, who represented the city of Richmond from 1952 to his death in 1986. Willey served as chairman of the Senate Finance Committee and as the head of the Gov. Gerald L. Baliles's blue-ribbon transportation commission. His efforts were primarily responsible for the $63.1 million deal in 1983 to fund the Parham-Chippeham Connector. Increases in tolls along the Richmond-Petersburg Turnpike in 1989 helped fund the interchanges with SR 147 (Huguenot Road) and Forest Hill Avenue, both of which were not included in the original plans for SR 150.4

Construction at the interchange joining SR 150 with Forest Hill Avenue in South Richmond continued to mid June 1990, when the last ramp was completed. Opening on May 30, 1990 were the northbound lanes for the Chippenham Parkway below Forest Hill Avenue and an exit from SR 150 to the arterial route.5
