The 17th Street Expressway (SR 4010) is a 2.03 mile long controlled access arterial joining I-99/U.S. 220 with Downtown Altoona. The four lane roadway originates at 12th Avenue on the south side of the Altoona city center. Built in 1973, a viaduct takes 17th Street east across 10th Avenue (SR 4009) and Norfolk Southern Railroad tracks to Margaret Avenue.

Continuing east across the Altoona street grid, the 17th Street Expressway intersects U.S. 220 Business (Pleasant Valley Boulevard / Valley View Boulevard). The eastern extent of SR 4010 connects with I-99/U.S. 220 at a parclo interchange and Osgood Drive (SR 1021) south to Logan Towne Center.
